Options for dealing with a vendor

If a vendor does not supply what he said he would, and has your money, what recourse is there?

Can I call my local police department? The police department from the vendor's town?

How can I recoup my cash without spending money on a lawyer?

I would not post on a forum the vendor most likely monitors that you are not willing to spend money on a lawyer. Its just not great incentive for them to resolve the issue quikly.
Look at all of the spookywoodsfx threads, this issue has kinda been dealt with to death here lately. I recall someone saying they own a rental business and often go directly to th local police to resolve the issue.
