Is it required first to get approval from a City Council to costruct a haunt, even if it is temporary? I can see in some cases the answer to this would be yes. But If it is going to be on comercial zoned land such as a County fairgrounds, is this required?

for building up even temporary, very much a yes. If it is a haunted trail, the answer is no since there are no buildings to be built, but it may require a certificate of occupancy, though and insurance you still want...

You don't necessarily need an approval from the City Council.
Many types of business have already been approved.

Go to the Cities Building and Safety, there you will
find the Planning Department, that's were to start. They can
tell you if you need City Council approval and get you
pointed in the right direction.

Remember what works in one city and state may not work
for you. And it is best to go there in person and get business
cards of who you talk to.

Listen to MidnightEvil and research this locally. Every state, county, city, and in some places other political subdivisions (in Portland we have a tri-county entity called Metro, for example) has their own rules and requirements. You simply have to do the leg work to make sure you don't run afoul of their rules.
