What comes first?

Relative to speaking with county officials such as the Planning Board, City Counsel, and City Inspector; what should be accomplished beforehand in regards to location. Should you already have a location agreed upon between you and a building owner? Or should you present the plan to the proper county officials first, then worry about finding a location?

I would find a location then have the inspector and fire marshal look at the building before signing anything. In our city it is a little nicer that we just put in a site plan then all departments look at it at once so don't have to go to all of them individually.
