Last year, the gardeners took all my decorations down (because they were on the grass) and refused to put them back up. Where I live now, they cut your grass
EVERY OTHER DAY of the week (I can't stand the noise) and the decorations I'm going to be using for 2007 are quite heavy. I dont want them to be touching my props then ending up falling on them and getting sued!
Do they really have the right to start moving all my personal property, just so they can cut the grass?

Well, is the grass on your property or is it on common land? Are you part of a HOA? If the grass is on common land or if gardening on your property is covered by a HOA, they have the right to do what they do.
