Good news! I just got a call from Transworld Exhibits and they told me that there will be no restriction on anyone wearing costumes and make-up on the show floor. I double-checked with the staff of the Sands Expo Center and they don't have a problem with it, either.
Keep in mind, though, that the security policy in Vegas hotels is (as has been described in other threads) quite different. I called the hotel I will be staying at (Treasure Island) and the guy in charge of security told me that wearing any kind of costume-related make-up is not allowed, for security reasons. He said that it is their official policy, not only just in the casino, but throughout the entire hotel, as well. That's something for everyone to keep in mind. If attendees want to apply make-up, they may need to do so after they arrive at the convention center.
