One of the ways that I have learned to use photoshop is by doing tutorials on special effects. Not only do you leaarn how to do a neat effect, but you also tend to learn some nifty trick and how the tools interact with each other which will help to expand your knowledge.

If you are looking for good tutorials I reccommend the following 3 sites:

    http://www.thewebmachine.com
    http://www.n-sane.net/tutorials.php
    http://www.eyesondesign.net/pshop/tuts.htm

I particularly like The Web Machine. I will say this though, many of these sites tend to concentrate on techno, industrial, and futuristic looking effects. But once you start to understand the why and how these things work you should be able to apply them to other effects.

Can you not buy PS7.0 anymore ... do you need Photoshop CS??

Playing with some of the websites panicbutton listed I might be able to figure this out I doubt I'll be as good as you all, but I like to be able to play

Uhh Scaremaster, that "girl" you grabbed from the net has a striking resemblance to my ex-wife Pamela just before she got her "woman time".
