In Exeter, NH, does anyone know if you need a permit to run a haunted attraction?

I believe you would need a permit anywhere you open, if you charge admission to the public...

      okay, then itll be free.
unless you count the st. judes donation box...
that means (which was already planned) anyone acting in this gets no money for it.

Not 100% on this, but if you are inside a building or some sort of structure, you need an entertainment permit that requires the fire marshall to inspect your structure.

Whether you charge or not is irrelevant, its a matter of how many people will be occupying a certain square footage and what type of emergency procedures and precautions do you have in place.
