I have no idea what tool dip was either. I googled it and came up with what I would assume is Plastidip. I didn't see how this would give the glossy look either, but that is what the prop girl from Dorney Park said they use. She helped with the setup and decorating of the TransWorld haunt so I am guessing she knows what she's talking about? LOL, I have noooo idea!

Perma Blood
PermaBlood/prop blood is a closely guarded recipe. Some people have it and some people have to buy it. Unfortunately we need to buy it since we failed at making it. If anyone has the recipe, and would like to share it please let me know.http://www.HALLOWEENROOM.com

Its very vey exspensive, but I have used House of Colour, Candy Apple Burgandy.
I have not seen any blood that matches it. High Gloss wet look and a deep dark transparent red color.
fantastic!

Wicked Blood Pigment Powder

This stuff works great for blood paint. I mix it with a gloss acrylic medium for paint. I mix a little pros-aide with the paint mix to get a blood pax for appliances and masks. A little pigment goes a long way.
