can anyone help me with a cheap blacklight a strobe,

Try to look for a UV LED light. Especially one with DMX, then you should have no problem strobing it.
We sell a Blacklight/UV LED flat par can for $105 a piece with a minimum order of 5. It has 144 10mm UV LED's, DMX, and AC power passthrough.

Guitar Center carries the UV LED - sometimes you can get them for under $150. They last for a while compared to normal strobes and they illuminate a very large area.
